Perhaps the comparison of the cops to the father reveals the inner workings of MC girl's mind. She feels opressed and therefore lashes out in intense sexual and delinquent behavior. From the dialogue with the father, we can see that the father has a complex of sorts towards the mother and perhaps all women.
Based on this, as well as the role of oppressor present in all characters (The abusive father, the teacher bringing the girls for punishment, the betraying brother's friends, the brother who was noted to be an asshole, the cops), we can conclude that an element of this story is perhaps a statement on male dominated society and its evils.
However, worthy of note, the only positive male character was in fact Chris. This offers the conclusion that despite the hardships endured by the male state, perhaps there is salvation in friendship and genuine care for our fellow humans.
